In 2006, BlueCross BlueShield of Minnesota (BCBS) wanted to build momentum toward a state smoke-free workplace law by helping pass local smoke-free ordinances around the state. BCBS asked M+R to work with its Communities for Healthy Air program to provide 11 state coalitions with the tools and skills needed to pass smoke-free ordinances in their communities. M+R empowered the coalitions to achieve policy success by:
- Establishing new partnerships with traditional and unlikely allies;
- Building and executing strategic campaign events and ensuring turnout;
- Expanding their understanding and use of media, messaging and e-advocacy; and
- Building each local coalition’s ability to execute an effective issue campaign.
With M+R’s help, Communities for Healthy Air and the state coalitions were able to:
- Recruit and mobilize supporters through events, media coverage, partnerships with community healthcare professionals, and outreach to local decision-makers; and
- Generate widespread public support for smoke-free policies.
In May 2007, the Minnesota legislature passed the Freedom to Breathe Act, protecting all Minnesota workers from secondhand smoke!
